What do Italian football teams need to surpass Juventus and win Serie A?

Short term: Play well. Do it consistently. Have good scouts and responsible transfer policy. Employ a top manager and a few highly experienced Serie A players. Napoli managed to compete for the Scudetto (and nearly win) last season by doing something similar to this.

Long term: Completely change the organisational structure and the mentality of those employed in it.
