In soccer, can you flick the ball at the opponent’s hands and get a free kick?

This is the case now in the Premier League and the amount of penalties being rewarded for handballs is getting ridiculous, it's all because of the new rules which is obviously shitty.
look at these statistics. In this graph 6 percent 380 games have been played while 18 percent of the biggest amount of penalties seen on this chart (106) has already been awarded. With 26 games we’ve already reached the same number of handball penalties as 2017–2018 season.
These statistics are pretty alarming and I assure you sooner or later we’re going to see teams transition from ‘cross and tactics to ‘handball and penalty’ tactics. All you have to do is hit the ball at a defender’s arm in the box and you’ve been awarded a penalty. I think this rule will be discarded from next season coz it's not good for football.
